Description
Near tank yard # 4, during the fuel transfer operation into the compressor, it was observed that the equipment was not properly grounded or bonded. Bonding cables were not connected between the transfer components, and no effective grounding was in place to safely dissipate static electricity, although the necessary wiring and connectors were available on-site.
